About Linda

Linda and her husband Gordon are natives of Clark County. They live in Ridgefield with their cat Misty. Gordon has a daughter living in northern Washington with her family including two of Linda and Gordon’s grandchildren Max,13 and Maddie, 11 and their ‘grand dog’ Boomer, 3. Gordon’s younger daughter lives in eastern Oregon with her family including Linda and Gordon’s grandchildren Savanna, 4, and Dakota, 2.

Linda is an advocate of continuous learning. She is an avid reader and enjoys classroom education as well. Gordon and Linda enjoy cross-country skiing, kayaking, hiking and dining with friends.

Linda Franklin received her Bachelor of Science degree from WSU, Pullman, and her Masters in Business Administration (MBA) from the University of Oregon. Her business plan to complete her MBA is the basis for the annual assessment program implemented in Clark County. Linda has over 500 classroom hours of education in all facets of appraisal, and appraisal administration.

Linda was a computer systems analyst, and an instructor at Clark College before she served as Clark County’s Chief Deputy Assessor for 24 years. Ms. Franklin was elected as assessor in 2002.

During her time in office, Ms. Franklin has worked with the county Treasurer and Auditor to implement a “one stop” customer service center. She has continued to build a department that integrates technology into the workplace for maximum efficiency. Clark County is consistently one the state’s top counties as rated by the state Department of Revenue.

As Chief Deputy Assessor, Franklin led the development of an internationally recognized, award winning computerized mapping and analysis system, known as the Geographic Information System (GIS). This system has become an essential tool for major county departments, all cities, other public agencies, and the public in conducting their daily activities.

The department is at a critical time in the implementation of a new, joint assessment and treasury core-business system that requires her involvement for vision and guidance and successful completion.

Linda is a member of the Washington Association of County Assessors, and is currently secretary-treasurer. She is also a member of the International Association of Assessing Officers. She is a long-standing member of the League of Women Voters, serving previously as chair and board member, and is a former member and chair of the Columbia River Mental Health Board.
